No they did NOT spend that money, because employees salaries are not obligations UNTIL THEY WORK THEM.. If you think my view is stupid, then maybe you need to go argue with the rest of the world because

budget: a. An itemized summary of estimated or intended expenditures for a given period along with proposals for financing them: submitted the annual budget to Congress.

budget: A stock or collection with definite limits

There is no ACTUAL or obligation ANYWHERE in the definition. Anyone who graduated from school should know the meaning of words they plan to use.

Wow, keep spouting that talking point.

A budget is a plan for the future.

Obama doesn't like a budget because he never wanted people to see what he was planning to spend the loot borrowed from America's future on. Plus, he wanted to be able to send that loot to whoever he felt like.

A dictator doesn't like external commitments.

There has not been an operational budget since 2009. Or am I missing something?
