Chapo doesn't 'control the streets' in the sense some unintelligent dime a dozen street lacky gamg anger would say. But yes, he does 'control the streets.'
I have a mid level position at one of the biggest investment banks in the world. My CEO is one of the most powerful bankers in the world. But from my seat, I've never seen him. He doesn't decide whether to hire or fire me, how much to pay me, or even really know about any of the decisions he makes. In fact, I'd never even know he existed if it wasn't for internal memos and media reports, etc. but I'm able to see the forest thru the trees....he runs my company. I don't see him, he doesn't know what my fairly large group is doing on a day in, day out basis. But he runs ****.
Its insane that the federal gov't isn't doing more to address the cartel problem. The further entrenched they become, the harder the issue will be to deal with. Perhaps it will take a city like Chicago or Phoenix having a front page paper with 15 heads found at the local shopping mall or a few police officers stuffed in trunks. But the country becomes more and more liberal, tying the hands of those tasked to fix this.
