What Cruz is doing is a simple parliamentary procedure, that will require 61 votes to amend what the House passed.
While liberals lie a blue streak, trying to make people think Cruz is now opposing the bill he supported in the House, nothing is further from the truth. Instead, Cruz is using the very process that's in place to outfox Reid.
Reid's the one claiming Cruz is opposing the bill. On the contrary, Cruz is making it all but impossible to amend the bill. They can pass it, or vote it down. They just can't drum up the votes to try to amend it and send it back to the House in a silly game.
and if the government shuts down... the blame is still easily placed on the GOP.
So what's it matter?
How could it be?
The GOP has passed a CR in the House that funds the ENTIRE government. There is no reason nor any means of government "shutdown" except that Democrats demand it and make it happen.
So, which will Democrats choose between being responsible for shutdown (after they demonized it) or not funding Obamatrocity?

They'll be able to pin it to the GOP if Cruz ties it up in the Senate. They can only pin a government shut down on democrats, essentially, if the democrats refused to pass a bill, any bill. But, because the GOP is trying to force a politically charged subject (the not funding obamacare) on the House bill, and now Cruz is planning to make it so they cannot send it back to the House, the blame will still be pinned to the GOP with ease.
I'm guessing the person who keeps saying "I will not negotiate" has something to do with the Government Shutdown, but really ...... exactly who is paying attention to any of this?
How many times over the last 4 years have we seen the cry of "Armageddon!" ? It's the story of the man who kept crying "WOLF!". Nobody really pays attention anymore - it gives the Media more Drama to promote, but the public has learned to just tune it out for the most part.

The ONLY way Democrats can try to "pin" anything they do on Cruz, is if they lie... A bald faced, obvious lie.

Not seeing any way it negatively would. It'd be a positive for Democrats in the Senate and House currently.
Forecasting the results of politics in the media and peoples minds isn't that difficult... It's my firm belief that the GOP fired all their strategists sometime during the Bush years and replaced them with... well... monkeys.
