Huh? How do "[p]iecemeal bills have the same effect as defunding Obamacare?" These are two different things. Even more telling, why is the admin shutting down agencies even where the cost of shutting down exceeds the cost of staying open?

The House is under no obligation to fund everything the Senate, or the President wants funded. It is the House, not the Senate, that determines what gets funded, according to the Constitution.
No. Here's the Constitution on the subject:
Art. I, § 7, Cl. 1- All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
Cl. 2- Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. Last time I looked, the law passed by Congress hasn't been amended. Portions of it were struck in the Supreme Court decision that largely upheld it, but I'm pretty sure I'm right about the no-amendment part. It is a lengthy, complicated law that enacted new statutes and amended existing ones. Lots of statutes. And as you no doubt remember from Civics class in grade school, the President implements and enforces the law- the Congress alone has the power to amend or repeal laws.
But you just keep telling yourself that the Usurper-in-Chief "changed" the law...or better still, keep listening to your echo chamber that's telling you what to think.

Boehner wants to intentionally sink the ship because it might hit an iceberg???? Great logic there GOP!

with something already settled by Congressional and Supreme Court Action.

(patiently) Then put it to vote and see if all Republican reps agree with him. It won't pass if Republicans put up a united front and will give him more bargaining power.
