Very much incorrect. The US Custom service is still running, albeit at some reduced manpower. People are flying in and out of the USA even as I type .
Cayman Islands? Who knows. Trust not stories that cite one particular individuals complaint.

This thread is a non-starter for the anecdote it's based on. Customs is up and running everywhere. Sounds like the agent in the Caymans mistook an unrelated problem on their end with the effects of the shutdown. A friend of mine just went to the Caymans on business Monday and had no problems. I'm not seeing evidence of widespread complaints like this one anywhere on the Internet. The customs website for the Caymans has no notice posted of any problems with entry or exit.
Are you sure Obamacare computers are "up"? I went to the heathcare.gov website early this AM to see how long I would have to wait and well, I'm still waiting.
