I would question the "unintended" portion.
These are not stupid people who made up this law. AND They know these layoffs and cuts are taking place and nobody has changed the law that would slow down the layoffs and cuts.

No law goes without change. If those 88 tea party loons get with the program, work can begin to correct errors.

What in one day? The law has been on the books for years.
People's health insurance costs have been rising for all that time. Hours have been getting cut, for quite a while. Insurance companies have been dropping people for as long.
