Well....the historical problem for black people has not been liberalism or conservatism.....but white racism. Personally I am apolitical but I realize that politics is a package deal and often times groups that might not agree with another group will join together. For example, many blacks do not agree with the gay and lesbian thing, but support their issues via supporting the party. Hence, there are many racist whites who vote democrat because of labor issues or some other issue that is important to them and they are not willing to cut off their noses to spite their faces.

Milwaukee is the most segregated metro area in the country. Show me an area with high segregation and I will show you an area with lots of socioeconomic discrepancies between the races.

I'm going to guess that the numbers are driven by Milwaukee, which is a short drive from Chicago (with its gangs etc); i.e. Chicago has a lot to do with Wisconsin's crime.
