That might be true, if it wasn't the right who brought about civil rights, while the left was trying to block them.
No, it was the left who brought about civil rights. It just happened in the 1960's during a party shift, so that Republicans from urban areas who were on the left joined with Democrats from urban areas to push through civil rights legislation, while Republicans and Democrats from rural areas fought the civil rights legislation.
Even a casual perusal of the supporters and opponents of the civil rights legislation will bear out the fact that legislators representing more urban districts were supporters of civil rights legislation, and legislators representing more rural districts were opponents. Party affiliation was not the primary characteristic on this particular piece of legislation.

The Republican Party also did not pass the 1964 Civil Rights act. Democrats controlled The Presidency and both Houses of Congress and a majority of Democrats in both houses voted for those acts.

What safety net programs have time limits. Certainly not welfare . You keep having kids you get more welfare for each kid
