Serial killer?
Naw - he would be what is called a mass murderer.
A serial killer is defined as a person who commits 3 or more murders separately, with a "cooling off" period in between.
Someone like Westly Allan Dodd may also be considered a serial killer, because he committed three murders, and was caught while attempting to kidnap a third victim, even though two of his murders took place at the same time.
In such a case, a person can be called a serial killer due to their motive being psychological rather than material, and the fact that the crimes had the appearance of a series, with a break in between.
Then of course there are street gangs but to say they are serial killers would be false as that ignores the random and indiscriminate murders they commit. Places like Newark NJ have had more than a murder a month since the 60s.... that would be serial killing and most done not by whites.
The murder centers of excellence across the country have had unbroken strings of murder surely must qualoify as serial killings. Toss in some demographics and the classic serail killers can't even touch the numbers of legacy death's in our cities that continue unabated.

To the OP white men are more likely to be the perpetuators of serial murders but they by no means are the only serial killers. There have been female serial killers (though VERY rarely) and men of all ethnicities have been serial killers as well.
The reason why serial killer is always White is the same reason why MSM always show blacks and hispanics as criminal. It is what sell.
There are plenty of serial killer that are not White.
