In this case, I believe it could be representative. It's practically a focus group for the quality of the competing terms "Obamacare" and "Affordable Care Act." Based on polling, most people really have no idea what it is and what it does.

He alone may not, but a a mjority of like minded American electorate can. It even says so in the Constitution of the United States.

Your opinion is not the law of the land percisely for that reason.
