Someone I know, is trying to say that the HOR is not totally responsible for government spending said this:

So then, how does Obama decide (on his own) which parts of the Affordable Care Act he enforces. He has unilaterally (without approval from Congress) decided to NOT implement portions of the Act, granted hundreds of waivers due to unintended consequences, and delayed the employer mandate. Seems to me Congress doesn't have sole control over spending.

However, this also comes from a government website:

Again, what's a counterpoint to the opening statement?

Please keep off the ACA as much as possible, there are other threads for that.

Because whatever the House produces is also debated in the Senate and signed by the President, which means they don't get everything they want.

True. But the Dems dont have controll of the house so they dont get everything they want either.

Nobody said they would, but we did just come off an election where the GOP lost seats in the House and Senate and Obama was reelected. Also, House Democrats nationwide got a million more votes than House Republicans.

The Democrats already compromised when agreeing with the GOP to keep CR spending at sequestration levels.

There is a difference in implemetation of a federal program and funding said program.

The Excutive brance is the admistrative branch of the government. They set the day to day rules of the fuction of a governmentally run federal program.

The Admistration sets the agenda and asks the Legisature for funding of the various sections of the program. The legislature may not fund or fully fund sections of the program.

It is not usually the practice of the legislature to totally not fund a governmental program.

I dont not recall any legislatively implemented government program not be funded before inplementation.

many programs were defunded after a period of time...either running the funding course...or being deemed not cost effective...or no longer need.
