When you sign up for Obamacare you are apparently steered to a Medicaid website if you don't meet the income criteria for Obamacare. I did not know that.
"Oregon has reported a 56,000 applicant number for the Obamacare website but they are all Medicaid because their exchanges program didn't work when that number was reported. Minnesota reported 3,800 applicants but only 406 are Obamacare, the rest are Medicaid."

What does this mean?
Well, for one, as the column suggests, the numbers put out for Obamacare aren't all that. Is this why the distinction between Obamacare applicants vs Obamacare enrollees is not forthcoming from the administration?
Two, the recruitment effort for Obamacare is apparently fishing for sign-ups in a Medicaid pond of people. I do not suggest (opine) this is deliberate obfuscation on the part of the recruiters or administration, merely that the recruiters went to where they thought they could get the most people to sign up most likely to show big initial result numbers for their recruitment efforts. They just turned out to be Medicaid eligible.
Three, as the article suggests, are these newly eligible Medicaid people or always eligible Medicad people who just never signed up for it? And as a commenter to the column opines, what will all of these new Medicaid signups do to your State taxes?
