What is there to negotiate?
You change legislation through votes, not by using the shutdown or debt ceiling.

Um, yeah. That's exactly what happened. That's what the House voted for. The Bill was then sent to the Senate which stalled it at Obama's request, causing the government shutdown.

Yes, that's what happened when the House passed their Bills. Again, Obama and the Dems chose to align themselves AGAINST the American public, dug in their heels on Obamacare, and shut down the government.
