Probably like my son pgh.... The boy can do calculus in his head.. Get him talking about science and its so far over my head.. but some of the simplest of accounting principals and I get the deer-in-the-headlights look....

Semantics aside, there's not too much of a difference. Typically, govt's (especially western) subsidize specific behaviors or industries they want to encourage through the tax code.

Probably a programmer who writes financial code? Worked with a bunch once at the bank on a mortgage system conversion. Great folks. Very Intelligent. Knew nothing about lending or how it worked. And a couple of them even after we were done with the project... still didn't get it.... Admittedly, even though I worked in lending, I didn't know jack about taxes till I went and took a class specifically about them. I had merely up to that point, turned over my stuff to an accountant to do them. Perhaps this might be the situation???
