My guess is that for the next presidential elections, Biden is all they've got other than Hillary. If something should happen to Hillary, for example one of her next illnesses isn't faked but actually real, they'll need to go with Biden and it's best they keep him quiet as possible.

The administration is probably keeping him muzzled in light of the roll out of the ACA. On every major issue where Biden has spoken on, he has had a major gaff that made him and the administration appear incompetent. If I were them, I would put a gag order on him too... Maybe send him on an extended stay vacation somewhere, where he couldn't open his mouth to a news source.
Exactly. If they let Biden out of the cage he's going to say something really stupid and really revealing about what these people are trying to do and it won't be pretty now that the media is slowly waking up from their obama induced comas and actually doing a little real reporting.
