I'm thinking globally, I know for one thing, the UK side of the pond it works the opposite way round, for some anyway.

Yes taxation is punitive. In the case of the IRS coming after the tea party it can also be defunding. it doesn't matter that you are complying with the tax law, if you are audited it will cost a fortune to defend yourself.
yes, taxation can be used as a weapon. it has been said by many that the power to tax is the power to destroy. you want to try to punish the rich? raise their taxes. the other thing that can be used as a weapon is government regulation. so if their is a business you dont want, you raise their taxes, and add on or enforce every regulation in the book to the point where it no longer becomes economically viable to have a particular business in a particular area. thats what the opponents of rosemont copper mines are doing here in tucson.
Of course it can be used as a weapon look at the taxes on cigs and alcohol. Also look at the progressive tax code that came right out of Marx's manifesto that both parties support. Why should one person pay more then the other? Hmmm a person should be punished because they made more money that sounds like a weapon to me.
One can argue that the IRS has been used as weapon over the course of its history. I wonder how many people have been threatened with an IRS audit?
