There has been a bar in that location since 1994, and for most of that time it was a gay bar.

They didn't want another bar.

Which makes sense in a town that already has two bars and only 1,753 residents. I would not be surprised if one of the owners from one of those two bars didn't spearhead the drive to ban the new bar. Not everything is about a person's sexuality.
