Yes of course, because all the liberal Utopian ideals are always free. So tell me, if we have universal health care, will doctors receive lower salaries, will the medical colleges and universities, the research development and manufacture of medical equipment, drugs, medicines and procedures, and all the hospitals also be universally run, controlled and regulated by the federal government too?

Because unless we do all of those things too, then how will health care costs be magically lowered?

The 9th simply says that just because a certain right isn't explicitly named in the Constitution, that doesn't mean that it's forbidden.

For example, the Constitution doesn't say we have the right to teach outr children as we wish.

Does that mean it's forbidden to teach them to tell the truth, help others etc.?

The 9th says no, it's not forbidden.

But the 9th does NOT mean that therefore we MUST teach them.

And it also doesn't mean that we MUST give other health care, or even health insurance. Even if was a good idea.
