Logic being that he believes it will foment resentment and bring about change from within congressional districts and gubernatorial elections. Let no crisis go to waste, misery loves company and all that.
The fact there is a clear divide on states that opted to expand Medicaid allows for good Alinsky-like tactics. Create a scapegoat and present a focus on that target.
Those Republican governors who refused will be seen as prescient by this year next time.
But neo-proggies can make the case that Medicaid holds a special status exclusive from ACA and that it benefits the poor, they can make the case that Obamacare could've worked better by expanding Medicaid but these black hearted governors refused to let it happen.
Expanding Medicaid is useless when no one will take it bc it pays crap or often costs you money to accept.
Good point. Perhaps he's not happy about it. Perhaps it would've benefited him more if lots of people can get enrolled on Medicaid then getting upset because doctors refuse it, enough so they can get an army of angry voters going to the polls to push forward legislation to change that.

Refuse to pack a minimum amount, say 50%, of your patient base with Medicaid recipients, lose your license. Expanding Medicaid nationwide would create a solid base of supporters for such legislation. Even my Republican (social conservative, not fiscal conservative) brother-in-law thinks Medicare should be forced to be accepted by every doctor in the country. I think it's because he's been a terrible saver all his life and wants to make sure he gets top notch medical treatment regardless. A good salesperson can sell something like this if there was enough national resentment against doctors.
Some do some don't. But for many states that is bound to improve as Medicaid reimbursement rates are to drastically increase in those states paying the least.
