Yes. All American citizens have the right to vote. Except convicted felons, I believe.....and I could have that wrong.

What if people who do not or have not paid into our system started voting against your 30% telling you were not paying enough and that you were heartless. Would you start to complain then if it became say 45%?

Maybe, but I wouldn't take away their right to vote just because I disagreed with them.

That is correct, there is nothing specific that says right to vote, but there are several amendments that have been created as well as the voters rights act of 1965 that have all addressed voter rights.
