Well, for a long long time because it's not followed, adhered to or upheld by the Supreme court, I'd have to say the TP is more useful.

Convention of states to propose amendments? YES

The meeting was of the latter; they are very different.

Well we sure had our share of constitutional difficulties but in 1982 WE GOT A COMPLETELY NEW ONE!!!!

It only took 60 years of wrangling but we got it done in the end.

Why not? The constitution has been amended 27 times, most recenly in 1992.

True. And if you read Section V, you will lean that it discusses the amendment process, which earlier you said should not be implemented.
