Well, for a long long time because it's not followed, adhered to or upheld by the Supreme court, I'd have to say the TP is more useful.

Well we sure had our share of constitutional difficulties but in 1982 WE GOT A COMPLETELY NEW ONE!!!!
It only took 60 years of wrangling but we got it done in the end.

The amendment process is part of the Constitution; which doesn't need to be reconstituted.
