According to the link I provided to my city's FD, there are 11 paid and 51 volunteer firefighters, plus 5 paid non-fighters (assuming I interpreted it correctly). This is for a city of ~ 20,000. We do pay a separate tax to the fire protection district, so I guess it's its own entity.
We pay our volunteer people thirty dollars per run and ten dollars for each hour after the first three hours and they are covered under the insurance, there training is paid for, there classes are paid for, there paid for events that they come in for to help out on and they have a say on issues that might affect them. We also run both fire and medical and encourage them to further there education that is why we pay for there training and classes.
As far as the per call thing, we are payed on a scale. We start off at $3 per call, then after making like 50 calls, you get $3.25 for all the calls you made (including the first 50), and so on...
We have about $183K budget (for one half of a town) and we can't afford $30 a call like that either.
I'm not sure what the insurance is, it might just be catastrophic for injures received on the job, and not full blown soup to nuts health care insurance.
You example is just 1 municipality and I don't know what it has to do with subject at hand.
They don't know becsue they don't know how many have more than 50 volunteers. All volunteer firefighters are treated by the IRS as employees so any volunteer FF company with more than 50 members will be affected. Many of these stations even though they may be small have many members.
The article states that INDIVIDUAL fire houses will BE lumped with ALL fire houses in a jurisdiction. Probably by city or county.

It doesn't take many houses to come up with 50 volunteers.

There is a reference to a Fire Chief organization which explains the method. If they are part of the towns corporqte umbrella they are lumped into the town. If not they stand alone.
I don't think funding source is an issue. It is how the place is legally organized.

Obama saved everyone's butt. Mitt Romney was going to give the rich a $6.6 trillion dollar tax cut, and add that $6.6 trillion dollars to our national debt. Because of Obama getting elected our children have $6.6 trillion dollars to borrow if they need it.
Plus its the republicans that destroy the middle class.
Republicans are against high min wages and tax credits for low income workers (this makes the middle classes kids make less money, then their parents have to support their kids.)
Republicans are against earned income tax credits for middle class families with kids.
Republicans are against long unemployment benefits for middle class Americans who lose their jobs.
Republicans are against middle class workers unions (and when a middle class person works for a union they make the big bucks.)
Republicans are against helping middle class home foreclosure victims. ex.ex.
Plus republicans R. Reagan and GW Bush created Americas national debt, and without them we would have trillions of dollars to borrow. We could have used that money and built better schools, better power grids, better public transportation, fix our infrastructure, and totally finance this healthcare for all. But the republicans ran up Americas national debt by giving the rich and corporations tax cuts (so the rich could use their tax cut money to build US factories in Asia.)
The following link shows what Reagan and GW Bush did to our national debt. Thank God Obama got elected because he has already cut GW Bush's debt growth rate in 1/2.
His Crony Capitalism has made his buddies rich. And now his Obamacare may destroy volunteer fire fighters.
I wish more people would understand Obama is an old school Chicago crony capitalist.
