Yes, there is.

And that problem has nothing to do with "insurance", and should be kept completely separate.

One of the (many) things wrong with Obamacare, is that it tries to pretend that pre-existing conditions should be handled by insurance companies.

Sort of like pretending the huge gouge made by the iceberg in the side of Titanic, should be treated by steering the ship in a different direction.
