It was a blatent publicity stunt to appeal to their voters and secure their re-election.

As stated, numerous times above, SNAP is a supplemental program, not meant to be the only monetary source paying for meals. People are supposed to use it to supplement what they already have to spend on meals.

And, as people said above, there are some very cheap dishes you can make, such as rice, beans, and even some of the lesser cuts of chicken. It's not about what you like, it's about eating and staying alive during tough economic times.

And you're not supposed to be on SNAP forever. You're supposed to be on it while you need the "ASSISTANCE" and then get off when you're back on your feet.
