The best and brightest should already have a vocation and serve public office for a term or two as a duty to the country. This duty isn't required but since they already have a vocation/profession, it is something they do to represent their city/town/municipality. They should not aspire to sit on their fat duffs forever but return to real life in the community they went to represent.

This is but one problem with our system of government today.

Well, for sure for the Founding Fathers, time spent in Washington DC basically sucked from every aspect, from the living conditions in DC (European diplomats considered Washington DC a harship tour) to the fact that they weren't back home running their businesses. Spending a lot of time in government service was not a real good deal back then.
