Local papers maybe hard to find or have limited information. They are part of the Big 6 conglomerate. This is easy to follow. Usually not in their best interest to promote these kind of things since it's bad marketing for the real estate or the local market in general.
This trend has been going on for sometime now. The local market is usually where it appears, through ordinances and codes.

Even during the 30s . . . I mean, even during the 40s, FDR allowed people to grow gardens.

In Depression days, Mrs. Roosevelt wanted to tip up the White House lawn for a farm garden.
FDR, they say, told soil scientists to declare White House ground too sorry even to raise an umbrella.
Mrs. R. gave up until she wanted a Victory Garden. The president is said to have called in the soil scientists again, saying something as follows:
“Tell her the yard is full of rocks or something. The people own this place, and don’t want it busted up just so she can plant beans.”
They did. She didn’t. FDR snickered down his cigaret holder."
It's so pretty and well maintained, too. Could you imagine Bubba the Killing Machine asking his jail cellmate what is he in for and the answer being "Growing tomatoes in the front yard."
Wow. That sucks! Though I do have to say, in that picture, that looks awfully mountainous in the background to be Florida. I realize that there is a portion of the state that is a bit hilly, but that looks more like the Appalachian foothills that we see here in southeast Ohio to a degree, and even more so in PA.

I don't think it was an accusation. Apparently what I posted was from San Diego FB. It had no header and was with the other article about Miami Gardens. Not sure why they post other pics. It is confusing.
Miami Shores is a suburb of Miami. They are free to establish zoning laws as they see fit. It's likely a majority of the people who live there, support the ban on no front lawn gardens. Some may view it as an eyesore that hurts their property values.
Yet to be determined.
Why would you just assume this? It also didn't seem to be "no front gardens", but specific things, like vegetables.
