When budget woes reduced the sheriff's department in one rural Oregon county to a bare-bones force, residents decided to take matters into their own hands -- creating armed patrol groups in defiance of local officials.
Their decision has raised safety concerns with the county government, which would prefer residents instead hike their own taxes to fund the hiring of trained deputies. But despite the risks, the move stands as a unique, some would say innovative, response to one of the country's most severe local budget crunches.
Not surprised this is Josephine, Or. I commend the retired sheriff for his care to the community, it is a shame the community didn't wish to pay for their own security when they had the chance with a levy. One can only rely on others to pay for things until the money runs out and then things have to get cut back.

Levies etc... need to be very carefully addressed. People need to know who is getting that money and how that corporate structure functions. Otherwise they risk having a very costly and abusive arrangement. Rural and smaller areas can be great targets for this. This is a recommended practice for ROI. Find those areas where you can increase your market share and revenues.

In this interview, our combative and obfuscating Sheriff, who has turned the power of the Sheriff’s Department over to a “Special Tax Financing District” – also called a “Special Service District” – inadvertently reveals his true colors and lets us know that our new corporate police force is actually a 3rd level of government – a district – that can bypass voter approval to raise revenue/fees (taxes) within its county council created boundaries (service area), and charge those fees with late charges to the homeowners property tax if this fee is not paid within a certain time period.

Interesting little nuggets here. I would recommend locals go check out their Master Plan and see where plans are headed. Also should look at the local CAFR. No doubt there are redevelopment plans being eyed. Sounds like this area is ripe for the pickins.

The government in Josephine County, where nearly 70 percent of the land is owned by the U.S. government, had long relied on federal timber subsidies to pay the bills. When the feds terminated the funds, county officials scrambled to pass a May 2012 tax levy to make up a nearly $7.5 million budget shortfall.
.... Not only did the Sheriff's Office narrow its scope to "life-threatening" situations, but it even encouraged people who felt unsafe to relocate. “... the Sheriff's Office regretfully advises that, if you know you are in a potentially volatile situation (for example, you are a protected person in a restraining order that you believe the respondent may violate), you may want to consider relocating to an area with adequate law enforcement services,” the original release stated.
Shrug. I wouldn't call that area liberal, thats more the conservative side. Its voted pretty consistently republican. That being said....I don't think democrat/republican/liberal/conservative enters into it though, when you live in tiny towns, or in the middle of nowhere you tend to resolve problems yourself. Even when they did have a sheriff this was true as response times could be pretty long. I've restrained people for 45 minutes waiting for the sheriff to arrive.

... I am concerned that information is withheld from this Office. This uncooperative posture appears to present a challenge of authority. Frankly, I was somewhat taken aback by your legal department’s position advising you to not discuss issues with me. I am further aghast to the suggestion I must file a FOIA to find out what your agency is doing in regards to the citizens of this county.
... As the CLEO of this County, elected by the citizens, saddled with the expectation and responsibility to safeguard their rights I fully intend to uphold the laws against any threat, inappropriate or unlawful actions against them. The citizens of this County are complaining about unfair treatment and harassment by the federal government LEOs.

The Sheriff’s Office is the supreme law enforcement officer over their county and the federal government cannot supersede that legal authority.
