Yes, we are currently very weakened. If someone decided to attack us right now we would be in a position of weakness with so many of our troops in other countries.

The fact that our troops are in other countries would be a huge benefit.

North Korea can't attack USA or South Korea because we're already right at their front door.

I don't consider myself a Tea Partier but I do sympathize with them on a lot of issues. Here's what I would do:

Best case scenario: people pay taxes for the services they use or voluntarily support. That's it. The stuff we need gets money. The stuff we don't need doesn't get funded. That's the best way to go.

Barring that, I would simply cut everything by about 50% or whatever percentage it would take to balance the budget. This cut includes pay for elected officials. It might not be 50% but I believe it's pretty close. Then I'd start slashing government and lowering taxes. Dept. of Education, BATFE, NSA, the Drug Czar - all gone. Anyone with "czar" in their title gets a one way ticket to Moscow. TSA? Privatize it. San Francisco has private security screeners who are better, nicer, and faster than TSA agents. I'd work toward paying off the national debt and not just the deficit.
