What if you get married ?
What if you move to a new state ?
All those effect your income and family size which effects your subsidy amount
HHS has to be informed so they can change the subsidy amount.

Untrue. You have to call; you can't do it online. Yeah, we're all used to doing everything online these days, but the old fashioned way still works, though perhaps a bit more work.
I bet you can do it on-line, but not through the government.
Go to your insurance providers website. I bet they may have a way in todays internet, to modify your coverage on-line. Obamacare is nothing but an on-line insurance agent, not an insurance provider.

Yeah but there's no way to contact HHS yet.
That's the point of the article.
If you get a subsidy you have to contact the government with any changes to your life and you can't right now because there is nothing in place.
Contacting your insurer is not new. You continue to do that.
What is new is the FedGov as a third party if you get a subsidy.
A change in your life affects the premiums subsidy the government gives you.
Your insurance provider cannot make that change..only HHS can.

Well that could hit them big time come next year.
If they give you too much subsidy then you have a big tax bill come 2015.
These are people getting subsidized today because they can't afford a few hundred a month.
And if they get too much they could have thousands to pay back come 2015 tax filing.
Or go the other way.
You have a kid. Now you can qualify for a bigger subsidy.

The subsidies are paid out each month NOW.
They are giving you tax money a year ahead of time and will claim it back in 2015 when you file your 2014 return.

The issue is not the insurer. That hasn't changed at all.
There are now 2 different parties involved with your health insurance.
The insurer which you always had.
And the government if you get a subsidy.
Blue Cross/Blue Shield cannot do anything about the government subsidy you get from HHS.
