Seattle is in the process of a big dig, drilling a tunnel to replace the old viaduct that runs from north of downtown to south of downtown. So far it has been problematic; according to Seattle Times columnist Ron Judd, a NW slug would have lapped progress of the tunnel. http://seattletimes.com/html/ronjudd...wrap20xml.html
But several weeks ago, progress came to an absolute halt as the high-tech drill was stymied by a 'mystery object.' It turns out that it was a pipe, put in place by (drum roll) the WSDOT several years ago for one of their multitudinous 'studies.' The news was released by WSDOT on Friday afternoon, in time-honored gov't PR fashion. And the normal PR spokesperson was unavailable, and a stutterer was anointed to deliver the news.
Well, if the slug could dig a 57' diameter tunnel as it moved along, that might be significant. It seems like the contractor screwed up here; the well site was identified in the proposal, but they just assumed the pipe had been removed. They should have verified that. Either that or they assumed that even if it was there, an 8" pipe would present no real obstacle.

They also made an assumption that if the pipe was there that they would be below it and thought it might have been something buried a long time ago. I think they were discounting the idea that it was the pipe from 11 years ago. For sure nobody knew how deep the pipe was buried. Its in Pioneer Square so now they have to figure out how to get it out. Pioneer Square was of course the setting for the movie Night Strangler with Darrn McGavin.
Worse. It was an endangered 8" pipe. They will probably have to do a study and determine if they can find a new habitat before relocation.
Hilarious. Too bad some LWNJs might actually follow the plan you've outlined. I wouldn't rule anything out when it comes to the nuts on the left coast.
I am curious why the OP started this thread here instead of in the Seattle section or the Washington state section because it has nothing to do with politics...the OP knows there is a Seattle section, right?
The WSDOT knew about the location of the pipe, and then was somehow surprised later by its existence.
