If you dont make enough money to file taxes you dont have to sign-up also if the premiums exceed 8% of your income you are exempt. Even the penalties arent all that bad. There are also exemptions for being homeless, filing for bankruptcy and within six months of an eviction.

??? How is the IRS going to verify whether someone is homeless? If a homeless person gets a job and puts a relative's address on their W-4, is the IRS point to look at that and say the person isn't homeless?
