I would like to know why there seem to be all these funds for highend LEO "toys", but nobody has found the money to track misconduct with over 17,000+ agencies?

this. And why is it that they can buy all these toys, yet don't have manpower to investigate car theft? If your car is stolen, they will fill out a report for insurance purposes, but nothing more.

There was a case where a car thief left his ID in a mini van that he took. The owner recovered the van, found the ID, and took it to the police station, asking for investigation. They gave her the brush-off. A few days later the guy was speeding in another stolen car, and plowed into another car, killing the driver. The victim was a young female cop, on her way to work.
