Oh yeah. A couple we know that retired early ( mid 50s) with no pension and without much actual planning, figuring that since they had managed to save up about 1/2 a million in IRAs and regular savings, they were sitting pretty and could do part time handyman work to meet daily expenses.
So, they quit work, paid cash for a modest house in their desired retirement location.
They hadn't thought about health insurance and were aghast to find out it would be about $1000 a month.

You know that assets aren't counted.
By arranging an annual withdrawal of just the right amount, they got subsidized to the extent of an approximate $100 a month premium.
They did express thanks to all still working taxpayers for helping them live the good life.
