Why the government should promote heterosexual marriage (female, Congress, legal)

What differences? The only difference is it is two of the same sex, but none of the 1049 federal rights are contingent on sex or sexuality, they are not gender specific. All the same benefits and rights fit same sex marriage as well as heterosexual marriage. There is no need for a different set of rules, laws, benefits or rights.
Why make marriage the only qualifier for benefits? If you believe in equality than singles should receive these benefits as well too.
The people should do so, just as it says in the Preamble.
It says the constitution was crated by the people in order to insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty.
Also in Section 8
The Congress shall have power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
