None. If the President does not favor a "record" going public or being obtained by anyone, he can simply not allow it to be. The E.O. presents a process by which someone can appeal the decision, but ultimately if he does not want it to be publicized it won't by design of the appeal process. It also gives the current President power over previous presidential incumbents' records as well.
