Acts of terror does not equate to a terrorist attack unless you are dealing with Orwellian New speak. threatening to blow up a building is an act of terror But not necessarily a terrorist attack. threatening to blow up the building would terrorize everyone and be an act of terror. Actually blowing up the building would be a terrorist attack
