Depends on the country, so no, they do not have that in common unless you think Switzerland at 3.5%, Germany at 5.2%, and Denmark at 6.7% as "very high." That must mean that the US's unemployment is insanely high to you.

Well that is a stupid move unless you plan on raising the minimum wage to the minimum cost of living wage that will allow people to no longer need social safety nets.

No it wouldnt, it would just raise the cost of things like food, housing, etc, and thus increase the standards for assistance.
Thats like saying we dont need welfare anymore because we raised the minimum wage over how many years.. Ridiculous
