Where any of those agents CIA analysts in the United Statements who were asked to put together an initial assessment? The assertion that it was a spontaneous attack came from the CIA analysts in their initial assessment prior to Sunday morning.
So, the culprits are the CIA? Who answers that phone at 3AM? The CIA?

Can you say definitively that the attacks on– on our consulate in Libya that killed ambassador Stevens and others there security personnel, that was spontaneous, was it a planned attack? Was there a terrorist element to it? MS. RICE: Well, let us– let me tell you the– the best information we have at present. First of all, there’s an FBI investigation which is ongoing. And we look to that investigation to give us the definitive word as to what transpired. But putting together the best information that we have available to us today our current assessment is that what happened in Benghazi was in fact initially a spontaneous reaction to what had just transpired hours before in Cairo, almost a copycat of– of the demonstrations against our facility in Cairo, which were prompted, of course, by the video. What we think then transpired in Benghazi is that opportunistic extremist elements came to the consulate as this was unfolding. They came with heavy weapons which unfortunately are readily available in post revolutionary Libya. And it escalated into a much more violent episode. Obviously, that’s– that’s our best judgment now. We’ll await the results of the investigation. And the president has been very clear–we’ll work with the Libyan authorities to bring those responsible to justice.

Her video reference was to the the events in Cairo. The events in Cairo were sparked by the video. The initial version of the CIA talking points also linked the events in Cairo to the attack in Benghazi.
I don't think the administration is blameless around the attack in Benghazi, particularly in the area of security for the facility before the attack. However, the focus on Susan Rice's comments has always been misplaced outrage. If you are really concerned and members of Congress are really concerned then they should be focusing on improving the processes at the CIA.

HOW do they know so soon after the attack. On one hand they say the FBI is investigating. We STILL haven't heard from them, then on the other hand she says "in fact".
The people in Benghazi say a different story. It was NOT spontaneous but a well planned attack.
