By Syrian law the teen is an adult. Thus since she came into Israel without a Visa, then she should be returned to Syria. But the first Catch-22 is that Syria is still in a state of war with Israel so no Visas, thus gets sent back. The second Catch-22 is the Palestinians. They've already stated no Syrian refugees are allowed under their jurisdictions, thus she gets sent back. So Israel has to go by their legal code.
But Israel could take the backdoor direction (which will never end up in the news) and turn their back while she crosses into Jordan. Thus from Jordan, she could make the decision of where she wants to go.
