Over age 21, completely.

I don't want to see a 18 or 19 year old go to jail for having sex with a 16 year old.
that sounds about right.

Age of consent for sex: 16. I've got a BIG problem locking up someone for statutory "rape". Sheesh!

Anyone outside the child's age of consent is not a criminal...unless he violates that age ban

Unless you ask for ID before hooking up this can easily happen to people who aren't criminals..but we will label them as such right?

Secondly, it's not all that hard to pin down human sexuality. Societies have been doing so for eons.
Really? Have there been any consistency with this at all? If not then we haven't pinned down anything.

I think there needs to be a within age OK. Say your girlfriend is 17 and you are 18 and the age of consent, you shouldn't be thrown in jail if you were active before reaching the age of consent.

This is difficult. Biology kicks in earlier, but one needs emotional and brain development. The frontal lobe hasn't even finished development til the mid twenties. Of course none of this take into account other life circumstances or social structures/support.

Then the legal system is a whole other layer. The idea that one can become a registered sex offender over such things is troubling.

I'd say roughly 16...and I only say that based on what I can recollect as a 16 year old myself back in the day.
