I don't know from where the money is coming to fix Obamacare and I don't know from where the money for this Presidential endrun around Congress is coming, either? Why doesn't the media address it in their stories?
"President Barack Obama's administration will announce on Wednesday the formation of seven "climate hubs" to help farmers and rural communities adapt to extreme weather conditions and other effects of climate change, a White House official said. The hubs are an example of executive actions Obama has promised to take to fight climate change. The president has made the issue a top priority for 2014 and has the authority to take many measures that address it without congressional approval."

I get that he can take executive actions but where is the money coming from to pay for them?
So we need these climate hubs over an imagined 0.00% something-or-other increase in the global climate temperature? So instead of a projected temperature of 75.65 degrees in June, it might be 76.7 degrees and that requires millions of dollars in federal expenditures and whatnot?
Farmers and rural communities have been adapting to weather conditions a lot more "extreme" than we're seeing now, for hundreds of years.
And now they need government help to do it?
Wow, the liberals are definitely running out of "crises" they can fool people into believing.
And we are only talking about maybe a tenth of a degree and that is even debatable.
check out this lunacy:
Secretary of Agriculture Tom Vilsack will make the announcement of the "Regional Hubs for Risk Adaptation and Mitigation to Climate Change" at a White House briefing, the official said.
"For generations, America's farmers, ranchers and forest landowners have innovated and adapted to challenges," Vilsack said in a statement.
So what does this translate to, plan on planting your corn 5 minutes sooner, do to the expected tenth of a degree predicted increase in average temp in June. Meanwhile, as you pointed out, farmers for generations have planed for long winters, late springs, wet springs, dry springs, etc...
But now we are saved, some Washington bureaucrats are here to save the day and tell those dumb old hick farmers, what, when and how to plant on the land they've owned, cultivated and tilled for centuries.
"Gee Clem, it's got a really long name, maybe those folks is really smart?"

It equates to nothing really.
They can't "mitigate Climate Change" anymore than Al Gore can.
Farmers and ranchers will do what they have always done.
Pay attention to the weather and commodity prices and react in a way to minimize losses.
