I think it should be illegal to advertise, or create demand for any recreational drug, legal or illegal. I don't know if crack pipe vending machines is advertisement or not though.

Yes, but I doubt that crack pipe vending machines are going to stop the spread of hepatitis since it's also spread just as easily through sexual contact. I'm not against the needle program because I can see the need for that when people share needles and spread disease. And yes, I realize that HIV is also spread through sexual contact, but it's not as easily spread through sexual contact as it is through needle sharing. I'd be really interested to see the data on this program in a couple of years to see if it actually works, but I have some doubts.

I was worried when my wife and I walked one block too far from the Gastown District into the scariest drug infested skid row I have ever seen. All sanctioned by the government.
