Permanent residents can't vote in Federal elections only citizens.

I know that never stopped liberals but it is black letter law.

You forget that an army is made up of relatives of citizens. If a bunch of politicians start ordering Generals to fire on citizens, you'll find 50 million carbines are more than an adequate deterrent. The first people to be taken out would be those politicians, and I'd bet there would be plenty of military doing the taking out.

They'd probably be harder on Democrats; who always wave the patriot flag for cameras, only to cut the legs out of the military at every opportunity.

You need a 2/3 votes in Congess just to get it on the table and 3/4 of the states for ratification. If just 13 states say no then it won't happen. You can talk about "what if..." all you want but don't expect it to happen in your lifetime.
