55% of the words in the English language come straight from Latin so Spanish speaking people already have an advantage to begin with. There's no excuse not to learn English.

How is the boom in the Hispanic population impacting Southern CA? Is the quality of life and schools better than 20 years ago?

This constant meme about Latinos not wanting to learn English is tiresome and inaccurate. They're no different than previous generations of immigrants, such as Italian-Americans in terms of language acquisition rate. Sure, Grandma (Nonna, Abulita, obaa-chan - take your pick) probably is hard pressed to learn it, but the kids and young adults learn it faster. And successive generations tend not to retain their mother tongue.

I'm a 2nd gen Chinese American who speaks Mandarin most of the time to my daughter, but she always answers back mostly or wholly in English. Not unlike my immigrant parents and me.

If over 50% Americans are Hispanics, the situation is different.
Hispanic kids will be speaking Spanish in school too, and thus are more likely to speak Spanish at home.

I was born and raised in Latin America, and now I speak English most of the time in my house. Both my parents speak fluent English, too.

Well, nearby in my area, there are schools that are 50% Chinese - and I don't see them using Mandarin in school predominately. They probably do speak Chinese at home, but that doesn't preclude language acquisition of English.
