The fact that you think part of the legislative branch of the Virginia government will handle this executive action is cute. And telling. And embarrassing.
It also shows you're completely ignorant last year's United States Supreme Court decision in Hollingsworth, which entirely concerned standing and who has it when a state declines to defend a law.

Funny - yesterday when I pointed out that it was a Mitch McConnell-recommended, George H.W. Bush-appointed judge in Kentucky who struck down that state's bans on recognizing out-of-state marriages, you absolved McConnell and Bush (and Reagan, for good measure) of any fault and explained that the judge was just understandably following the ruling in Windsor.
