I'm not even sure what you are talking about. I think they are just attempting to qualify their statement so that it isn't taken out of context. The term "generally-speaking" usually refers to "normally" or "on average". As in, "Generally-speaking, people only complain if they believe it will benefit them."

I think they do it because no matter what they want to discuss someone is going to come up with some obscure reference to say they are wrong. So "generally" is much shorter than "in the vast majority of times".

Nothing wrong with generalizations when properly used.
Right. I complain about vast generalization arguments all the time but usually it's when the exceptions are large. There are valid arguments as you point out where generalizations are proper.

It's a qualification for whatever follows, whatever is stated or opined, there are bound to be exceptions.
