Without touching a foreign land first. Cruise lines are under the same restrictions. That's why, when you see one that is a trip from say, Hawaii to San Diego, they will stop for a few hours in some remote city in Mexico. No one gets off the ship, but they have to hit a foreign port along the way. As we all know, there is no foreign port on the way from Maine to NJ.

The Jones Act was protectionism run amok. Then the US put draconian regulations on any ship flying the US flag and the US Merchant Fleet disappeared virtually overnight when it wasn't profitable to fly the US flag.
