Has nothing to do with Homeland Security and everything to do with the Jones Act.
The Jones Act prevents vessels flying a foreign flag from hauling a commodity, in this case salt, from a US port to a US port. Called point-to-point delivery.
Without touching a foreign land first. Cruise lines are under the same restrictions. That's why, when you see one that is a trip from say, Hawaii to San Diego, they will stop for a few hours in some remote city in Mexico. No one gets off the ship, but they have to hit a foreign port along the way. As we all know, there is no foreign port on the way from Maine to NJ.
The Jones Act was protectionism run amok. Then the US put draconian regulations on any ship flying the US flag and the US Merchant Fleet disappeared virtually overnight when it wasn't profitable to fly the US flag.
This waiver benefitted NJ and NY and was in response to a federal disaster, no different than Katrina. Does a shortage of salt fall into the same category as a disaster?
Regardless, the weather has turned and 60's are predicted for this weekend.
Just re-read the story. No mention of NJ benefiting.
A US flagged barge, smaller than the other is on its way with salt.
