Because I wouldn't want a poorly run state to start an ill-advised war for the whole country. Federal Gov has some use.

So does the president have any direct control over the entire US? Like can he make laws that apply to the whole country?

He can write any law he wants. He can write a law making you go to bed a 10pm without milk and cookies.
