This isn't that bad of an idea if it could be turned off. For example if you are going to leave your house and are carrying concealed you activate the lock. Come home and take the bracelet off you deactivate it so it's freely operable. Having say a zone that would only allow it to operate inside a radius of X feet would be desirable too, if it's stolen with the lock active then it's useless outside of that zone. Perhaps even a kill switch you could activate from the bracelet or other place.

Something like this has benefits especially if it came with lot of options like I described, it should never be able to be circumvented by another party e.g. the governement and never mandatory.

I would suppsoe that in a large cartridge, like a .44 magnum, you could probably build such an ignition device. However, there won't be enough volume remaining for powder.
