I have Canadians across the fence from me who come and spend the winter drinking, swearing, and listening to he-haw music on their patio every single night of the week. I have never met more intrusive and obnoxious people. So, I hear ya.
Lehigh Acres is...quite different from many other parts of Florida.
This is like comparing Palm Beach to Belle Glade.

If you want an HOA policing your neighborhood, you can find many in Florida. It will cost you a few hundred a month, depending what subdivision you want.
Many people , after living in an HOA down there however, get tired of the condo commandos and ridiculous by-laws.
I have a student on free government breakfast and lunch with what seems to be a decent SUV decked out with multiple sub woofers in the back. You can hear his car well after you can't see him at the end of the day.
Seems like a poor allocation of financial resources unless someone bought him the SUV and "pimped" it out for him.
Loud music is not happening in my community but loud pipes are. I wish they would make both a crime.
